Türkler ve İranlılar tarih boyunca ya aynı yönetim altında yaşamışlar ya da coğrafik ve sosyo-kültürel sebeplerle ilişik bir görüntü vermişlerdir. Bu çalışma; 2005-2013 yılları arasında Ahmedinejad dönemi İran'ın uluslararası ilişkilerdeki pozisyonunu anlamak üzere siyasi, ekonomik, toplumsal tüm süreçlerini incelemeyi hedeflemektedir. Tarihsel sürece bakıldığında; ilişkilerin devlet nezdinde önem addetmesi daha çok Safevi Devleti'nin İran'da egemenlik kurmasından sonra başladığı görülmektedir. Pehlevi Hanedanlığı döneminde yaşanan Kürt Aşiret isyanları, sınır sorunları Türk-İran ilişkisine sorunlar getirerek başlasa da, Rıza Şah'ın Türkiye ziyareti, Sadabad Paktı gibi politik görüşmeler, dış politikada ilişkileri sıkılaştırmıştır. Soğuk Savaş'ın başlamasıyla her iki ülke de Batı bloku içerisinde yer alarak 'aynı taraf' pozisyonunda durmuş, 1979 İran İslam Devrimi ile Türkiye ve İran ilişkileri siyasal ideolojiler, İran-ABD, Türkiye-İran-ABD çerçevesinde şekillenmiştir. Bu tez, bu şekillenmelerin etkisiyle atılan dış politika hamlelerini, dönemin siyasal ve toplumsal gelişimini tetikleyerek, yeni politik atakları ortaya çıkarmış ve bölgenin dünya ekseninde ki yerini belirginleştirmiştir. Ahmedinejad dönemi İran ve Türkiye arasında gerçekleşen siyasal ilişkiler; nesnel ölçütler, dış politika araçları ve yorumlar üzerinden değerlendirilerek, dönemi anlamayı ve gelecekle ilgili çıkarımları saptamayı kolaylaştıracağı düşünülmektedir. ; Turks and Iranians have lived under the same management throughout the history or had the same geographic and socio-cultural background. This study aims to analyze the political, economic and social processes of Ahmadinejad period between 2005 and 2013 in order to understand the position of Iran in international relations. Looking at the historical process, it will be seen that the relations became important after the establishment of the Safavi State in Iran. Even it is started to bring the boundary problems and Kurdish Tribes rebellions to Turkish-Iranian relations in the period of Pahlavi Dynasty, the Reza Shah's visit to Turkey and political negotiations as Sadabad Pact has tightened relations in foreign policy. With the starting of the Cold War, both countries stood in the Western block and stood in the "same side" position. And also with Iranian Islamic Revolution in 1979, the relations of Turkey and Iran have been shaped within the framework of political ideologies, the Iran-The USA. This thesis tries to clarify foreign policy moves, the political and social developments of the period and also the location of the region in the World axis. The political relations between Iran and Turkey held in the period of Ahmadinejad have been evaluated with objective criteria, foreign policy instruments and reviews. For this reason, it is thought that it will contribute to the understanding of the period and making inferences about the future.
